Decrypter?

I'm curious if anyone here has written any programs to decrypt someone else's encrypted file... If so, tell me if you can decrypt the file attached. The original file is simple text... If not, eh, I'm breezy. I'd just like to know how secure (if at all) the algorithm I just created is...

It is really less of an algorithm and more of a procedure in writing the file. Basically I had the thought while working on huffman encoding and such to encrypt a file in encoded bits instead of bytes. I was figuring that it would be more difficult for a cracker to decode a file where the 8 bits of a char are (seemingly) randomly arranged in the file, or some such thing...
