    Would you say private-Members and Information-hiding are of any use under any circumstances?

    Yes. In fact, I'd say they're of any use under most circumstances.

    Would you say of any use under most circumstances are privacy under hiding of any they're circumstances information members?

    Yes. Information hiding is almost always an important concept. Using private members is part of that concept.
