There really are no rules for war. However, the side that will survive has to look responsible to its citizens and to its allies so it is compelled to follow "suggestions of war," like the Geneva Conventions, even if the enemy scoffs at them. In my opinion, in war the life of a friend soldier should have higher priority than the life of an enemy soldier. Torturing and executing prisoners of war is barbaric.
War itself is barbaric, though. The violent resolution of political-cultural-economic disputes needs to be avoided if at all possible. Putting rules on war is like using air freshener in a sewage treatment facility: The ugliness is still there.
