Using that logic, then a bitmap is a programming language as well.
HTML is more closely related to a graphics file format than a programming language.
What about php?
i consider php/asp/etc to be programming languages, but i know people who will argue otherwise

I consider PHP, ASP, and the likes scripting languages.
It's more advanced than HTML, and offers many more programming language-like mechanics such as variables and loops, and it is also interpreted to produce HTML, but you can't make a compiled software program out of it as far as I know.
(I wouldn't be surprised if I were corrected on that last notion.)
you can compile perl and python into exe's with the right software... i don't think you can compile php into an exe yet.
Okay, then with that being said, I would consider PHP, ASP, and the likes scripting languages when they are interpreted (usually to accomplish server-side tasks and to create web pages on the fly).
I would consider them programming languages when they are used in conjunction with a compiler to create compiled computer software.
I never really thought of HTML as being a programming language. There is no doubt that it is a language which has its unique syntax, but that doesnt make it a programming language.
