I compile code with:
Visual Studio.NET beta2
the GCC compiler is what everyone seems to use. I have it for windows (DJGPP) and I think it's pretty good.

How could GCC work on MS Windows if the POSIX api is so weak?

It's completely for DOS/Console. It's been ported to windows. It's a good compiler.
