Win2k pro SMTP

[_mails_]

I've made a program to send mail using smtp.

but the .eml messages get stuck in:
C:\Inetpub\mailroot\Queue

the smtp service is installed and running.

Any ideas ?

I just re-installed IIS and it still happens
