I think it works by invite, someone with a Gmail account has to sent you a invite and then you create your own account and then you have the power to invite other people. Atleast thats how i got mine.

Invites used be distributed randomly, but then every user got 50 invites regardless. I'm not sure how it works now.Out of curiosity, can anyone invite people to GMail?

You have to use your account for a bit, then you'll get invites. It used to be the more you used your account the more invites you would get... id usually have 6 or so at any given time. Now every user seems to have 50. The send invite box will show up at the bottom of the menu options on the left.
