actually, this is impossible, due to the frequencies on which 56k is broadcasted. The maximum rate that a standard phone line(not DSL level frequencies) is 56k according to the FCC(www.fcc.gov, dont have a direct link), and in actuallity is only 53k due to further restrictions. The "3mbp/s" is an error in Windows reading the info, or an error in the connection buffer. Any data downloaded at that "rate" on 56k would probably be corrupt and incomplete.
You are kidding me, right? This is a hypothetical question resulting in the hypothetical substitution of a 3mbps connection for your 56K connection. Get a clue.
