    If he want's it for fun, a Gameboy Advanced is better.
    I say get a color-screen cellphone. My friend has one that can even play limited 3D(?) games, and besides which, he can use it to phone people. Now, you can't say that you can hold a laptop or gameboy advance to your ear and make a phonecall with it

    I have a Palm... (m130)... it's running with Palm OS v.4.1

    no, you cannot create a backround (without a hack, if one exists).
    I find it easier (and cheaper) than a laptop...

    good things:
    if you buy a keyboard for it, it's almost as good as a laptop for entering information
    smaller and easier to carry around
    faster for quick references
    ports for bigger software (word,excel,etc.)
    different programming (it's a palm)
    can use/view stuff on a SD card.

    bad things:
    falls in puddles (completely submerged in small puddles )
    falls out of pockets
    limited space (7.7MB)
    no backround
    not as customizeable as a desktop/laptop
