being totaly honest, i think thats kind of a dumb question.
computers are electronic minds and programming is our only way of talking to them. what do you mean 'why do we need it'? do we have an alternative?

In my house, programming is the process by which dates and times are input to the VCR in order to confuse and confound the programmer by recording a random selection of bits of the transmitters output, some of which, may or may not be that originally desired.

Programming is planning which artist should play at which time and how long on a music-festival. This is necessary because artists usually don't like to play all together, they like to play their own songs, they want to play as long as possible, they want to play at the end when public is most enthusiastic etc. So programming is quite important.
The way I see it is that Programming is setting the behavior of an electronic device or circuit.
