What's the deal with all of these program's version numbers? I've seen some which are like v1.0.0.0.0.0.0.0.1.6 etc... How do they figure these things out? Further, how do they decide to release v1.0 (after ALPHA/BETA versions)?

Version numbers are to help you find the right crack.
i think its like this
ver1 is the actual version
then if there is a very minor change then they put that as ver1.0.0.1
if it a not so minor change but not a big change then ver 1.1
if a large change in the app the ver2 and so on

If you notice a bug in a program, then you can tell the creator: "I've found this bug in this version of your program." The creator can take the code of that version from the archive and try to reproduce the bug. If the bug occurs, the creator checks if the bug appears in the latest version. If so, the bug will be solved and a new release will be made.
Just one of the goals of version numbers.

When they have a stable program and think "This version is worth relasing" then they release v1.0.

As Ihsir stated, going from 1.0 to 2.0 or from 1.0 to 1.1 depends on the size of the changes made. But that's up to the creator of the program. As far as I know, there are no standard rules for version numbering.
That's also the reason why new releases come with release notes which tell you what has changed.

Yeah, notice how AOL never releases 4.5, 6.5, etc. they jump one whole digit, ex. 6 then the new release is 7, ( on the other hand, you might se Photoshop, with Photoshop 5.5 , then 6. and so on)[I think they did this because of a major bug however].So yeah everyone seems to have their numbering system.

I prefer to use 1.0a, 1.0b, 1.1a,2.0a etc.
2.0a would be:
2 - major revision
.0 - minor revision
a - maintenance update
Infantry Online had a problem with this, they has 100 minor revisions, and they were .01 - .99 already taken, so they went to 1.0 because they ran out of numbers. They put in the release note that they weren't going gold though.

Y'know what, about this whole numbering thing, I used to think it was kinda goofy that they had *.*[.*]^n going on since it's, well, not mathematically correct [at the time of my math induction]. but well I guess since you have the digit problem that it's a-okay. [and also, I'm in my second course of calculus, where symbols and crazy notation abound, so...] Oh but I'd rather have a standard decimal [or better yet, hexadecimal] and by the time 16 changes of a particular scope had been made, I'd consider the cumulative effect a higher scope anyway.
