    Anyway.... the answer is ..........

    because tin is extremely poisonous (in its ore form) miners needed something they could eat without ingesting the tin ore (no washing facilities in those days). The pasty was that shape so they could hold the crust to eat it, and then throw the (by now poisonous) crust away.
